What it means in detail
Under Swiss employment law (art. 330a CO), benevolent formulations can mask limited capability. Calling someone "conscientious and dutiful" without praising speed, results, or initiative implies a slow worker who merely does what is told. It represents an average, adequate performance (grade 4.0) but lacks positive distinction.
How to fix it
It is recommended to object in writing and request that this phrase be replaced with a clearly positive performance clause such as "erledigte die Aufgaben stets zu unserer vollen Zufriedenheit".

The Administrative Court of the Canton of Zurich describes the practice of “telling silence” (beredtes Schweigen): if a quality that would normally be mentioned is left out, the reader concludes that it is missing. Leaving out one group of people when describing conduct (e.g. superiors) is generally read as a hint at negative behaviour.
