What it means in detail

A full reference ('Vollzeugnis') must evaluate both performance and conduct under art. 330a CO and established case law (BGE 129 III 177). Leaving out a summary satisfaction formula signals to prospective employers that the worker's performance was deficient (Verwaltungsgericht ZH VB.2019.00365). This omission lowers the effective rating to an insufficient 3.5.

Verwaltungsgericht ZH VB.2019.00365 vom 9. Mai 2020, E. 2.4

The Administrative Court of the Canton of Zurich describes the practice of “telling silence” (beredtes Schweigen): if a quality that would normally be mentioned is left out, the reader concludes that it is missing. Leaving out one group of people when describing conduct (e.g. superiors) is generally read as a hint at negative behaviour.
